Banners run into the same boundary as signs. PVC, mesh, fabric and the wide-format materials that go with them, Heras fence covers, aeromesh, building and scaffold wraps, aren't paper or card, so the zero rate never comes into play. A pull-up banner is standard-rated twice over: it isn't paper, and it's for display. Ordering hundreds of them changes nothing, because quantity only matters for leaflets.
